RBI targets compliance at banks with CCO norms

Bid to ensure uniform risk culture

The Reserve Bank of India (RBI) on Friday laid down guidelines for appointment of chief compliance officer (CCO) in banks to ensure uniform approach with regard to compliance and risk management culture across the banking industry.

The CCO should be appointed for a minimum fixed period of three years in the rank of a general manager or not below two levels of the rank of CEO, the RBI said in a circular.

Appropriate criteria

“Such an independent compliance function is required to be headed by a designated CCO selected through a suitable process with an appropriate ‘fit and proper’ evaluation/selection criteria to manage compliance risk effectively,” the RBI said.

Further, there shall not be any “dual hatting”, the RBI said. In other words, the CCO “shall not be given any responsibility which brings elements of conflict of interest, especially the role relating to business”.

Biggest Fire Ever Recorded In California Is Now 60% Larger At 746,000 Acres

Even in a year of record wildfires, the August Complex Fire north of San Francisco is staggering.

The conflagration, located in hilly wooded land that includes the Mendocino National Forest, is now more than 60% bigger than the previous biggest blaze known to have hit the state, the deadly Mendocino Fire Complex that blackened 459,123 acres in the same area in 2018. On Wednesday, the August Complex Fire had already become the biggest in California’s recorded history at 471,000 acres. Since then, it has grown to over 746,000 acres after merging with other large fires nearby.

The largest active fire on the August Complex is the Doe Fire, currently at 471,185 acres about24 percent contained. The Doe Fire is so big, it’s burning in five counties: Glenn County, Mendocino County, Lake County, Tehama County and Trinity County.

In the past 24 hours, the August Complex merged with — and now includes — the nearby Elkhorn Fire.

But the numbers alone do not tell the story.

On Wednesday, the North Complex Fire, which is about one-third the size of the August Complex, swept through the small town of Berry Creek, killing 10 people and leaving 16 missing.

Earlier on Thursday, California Governor Gavin Newsom toured the North Complex fire zone and, after what he saw, did not mince words.

Newsom called “BS” on climate deniers and said bluntly, “We’re in the midst of a climate emergency.”

Japan’s Outgoing PM Abe Goes Back to Hospital, Kyodo Says

Japanese Prime Minister Shinzo Abe has entered Keio University Hospital in the capital for the first time since he announced his resignation, Kyodo reported, without saying where it got the information.

Abe had visited the hospital before announcing late last month he would step down to undergo treatment for a chronic digestive condition. The Liberal Democratic Party is scheduled to hold an election to replace Abe as party president on Sept. 14.

Duterte Tells China Defense Chief to Follow Law in Sea Dispute

Philippine President Rodrigo Duterte told Chinese Defense Minister Wei Fenghe that South China Sea disputes must be resolved using international law, including a treaty used as the basis for a 2016 ruling that refuted China’s claims in the area.

Duterte met with the Chinese official late Friday and emphasized that disputes “must be resolved peacefully in full accord with the United Nations Convention for the Law of the Sea and other international instruments,” the president’s office said in a statement.

The Philippine leader, who has warmed ties with Beijing, also said that nations must play a “stabilizing role” in the South China Sea, as he pushed for a code of conduct in the disputed area.

South China Sea tensions have been on the rise, with China firing missiles into the area last month as the U.S. took action against Chinese companies that helped set up outposts in the disputed region. Southeast Asian nations this week called for self-restraint in the sea that’s an important trade route and holds oil and natural gas reserves.

U.S. health department spokesperson Michael Caputo and his aides asked for the right to read and suggest changes to the Centers for Disease Control and Prevention’s weekly Covid-19 reports, Politico reported, citing emails and three people familiar with the matter.

Communications aides from the U.S. Department of Health and Human Services complained to CDC Director Robert Redfield and other officials that the agency’s reports would undermine President Donald Trump’s optimistic messaging about the pandemic, according to the report.

CDC employees pushed back against changes but have increasingly agreed to allow political appointees review the virus reports, and have agreed to amend language in some cases, Politico said.

Trump has come under criticism for intentionally downplaying the severity of the virus publicly after saying in an interview with journalist Bob Woodward that he knew how dangerous it was. The U.S. president has defended his comments, saying he didn’t want to cause panic or price spikes.
